Air Quality Rules to Change: SCAQMD Proposed Amended Rules 1302 and 1325

South Coast Air Quality Management
On August 17th, 2016, the South Coast Air Quality Management District (SCAQMD) held a Public Workshop to discuss Proposed Amended Rules (PARs) 1302 and 1325.  SCAQMD Rule 1302 sets the definitions used in Regulation XIII, New Source Review (NSR) and Rule 1325 contains SCAQMD’s Federal fine particulate matter (PM2.5) NSR Program.  The major changes proposed for the two rules are as follows:

  • PAR 1302 would lower the sulfur dioxide (SOx) major source threshold from 100 to 70 tons per year (tpy)
  • PAR 1325 would lower the PM2.5 and PM2.5 precursors (including SOx and oxides of nitrogen [NOx]) major source threshold from 100 to 70 tpy.

​In addition, PAR 1325 would establish the following emission thresholds for a Major Modification:
  • NOx: Increase of 40 tpy
  • SOx: Increase of 40 tpy
  • PM2.5: Increase of 10 tpy

Why are these Thresholds Being Revised?

These limits are being reduced in response to the reclassification of the South Coast Air Basin as a “serious” nonattainment area for the 2006 PM2.5 National Ambient Air Quality Standard. This is an elevation from the “moderate” nonattainment designation previously assigned to the basin.

Will I be Affected by These Changes?

SCAQMD estimates that approximately 20-30 facilities within its jurisdiction may be affected by these changes. Check the tables in the recently released Staff Report to see if your facility is included. In addition, if your Title V facility is planning any major changes in the next years, be aware of the new Major Modification thresholds.
