Alta Environmental Welcomes David Park

David Park
Alta Environmental is excited to announce that David Park has joined the firm as Director of Air Quality, adding to our already strong team, and providing additional expertise and leadership for our clients in Southern California. David Park has more than 21 years of experience in the field air pollution regulation and control, split between regional policy planning, advanced transportation technology evaluation/deployment and air pollution regulatory compliance. Mr. Park specializes in technical analysis to inform corporate strategic policy decisions regarding air pollution and the environment. Technical analysis includes the integration of lifecycle economic modeling, economic decision modeling and air pollution modeling to predict the outcome of policy scenarios and financial incentives.  ​

​Mr. Park’s experience encompasses all aspects of State Implementation Plans (SIP) development for the control of US EPA designated criteria pollutants which integrates ambient air pollution monitoring network data analysis, air pollution inventory development (using survey methods and emission models), air pollutant dispersion modeling (including photochemical meteorological modeling), air pollution control measure development and predictive air pollution emission modeling. This planning expertise is complemented by practical project level management of fleet modernization projects with the goal of air quality improvement, including engine/transmission repowering on a wide variety of equipment (sanitation trucks, transit buses, tug/tow boats, ferries, locomotives and gantry cranes), optimization of electric vehicles (automobile, bus, truck, tractor), development and deployment of advanced mobile source emission controls (DPF, SCR on bus, truck, commercial marine vessel and locomotive) and analysis of advanced propulsion technologies (commercial marine, locomotive, bus, automobile). Mr. Park’s combined regulatory and technical background allows him to communicate with stakeholders on a level that both educates and facilitates informed decision making; a skill set that has been exercised in air pollution regulatory negotiations.

Mr. Park holds a BS in Environmental Engineering from Rensselaer Polytechnic Institute and a MS in Environmental Science from Harvard University’s T.H. Chan School of Public Health.
