![]() Alta Environmental is pleased to announce that Robert Collacott has joined our Water Resources service line as a Senior Project Manager and Principal Investigator. Mr. Collacott has over 36 years of experience covering a broad range of environmental programs related to permitting stormwater and wastewater discharges. He is a Senior Project Manager/Principal Investigator at Alta Environmental. His expertise includes stormwater discharge permitting, stormwater quality planning and monitoring, hydrologic monitoring, water resource management, regulatory compliance and expert witness support. For more than 20 years, Mr. Collacott provided the Riverside County Permittees comprehensive MS4 NPDES program support. As a consultant to the County, he prepared Reports of Waste Discharge, negotiated renewal of the MS4 NPDES permits with the Colorado River Basin, Santa Ana and San Diego RWQCBs, assisted in preparing annual compliance and monitoring reports and developed compliance programs, including Permittee template compliance documents. He assisted in the revision of the Consolidated Monitoring Program (CMP) and provided additional regulatory support on proposed TMDLs and other water regulatory issues and studies. While on assignment to the Riverside MS4 program, he managed MS4 permits and the CMP. His work has provided Mr. Collacott with in-depth understanding of the challenges inherent in obtaining NPDES discharge permits for stormwater and wastewater systems, surface water quality monitoring, evaluating and permitting water resource projects, and developing and implementing practical water quality control programs.
He served as Secretary-Manager of the Newport-Irvine Waste Management Planning Agency where he directed studies, as well as, conceptualized and championed the watershed management and restoration plans for Upper Newport Bay which have now been successfully implemented under the Federal Clean Water Act Section 208 Program. He founded the Stormwater Quality Task Force which was later incorporated as the California Stormwater Quality Association (CASQA). This organization provides consultation to and liaison among water quality regulators (USEPA, SWRCB, RWQCBs) and stormwater dischargers (municipal, construction, and industrial). He has assisted industrial clients, including Southern California Edison and AES, in obtaining NPDES permits for wastewater discharges. He has also provided expert witness support for the Counties of Los Angeles and San Diego and the Port of San Diego. Robert is a Past President of the Southern California Chapter of the American Public Works Association, and is currently a member of the California League of Cities Environmental Policy Committee as a Councilman for the City of Villa Park City. The growth in Alta’s Water Resources team provides additional expertise and leadership for our clients in Southern California. Our Water Resources Services continue to grow as our clients face operational, facility and compliance challenges related to the drought, water use restrictions, and new storm water regulations.
