Alta Helps Eliminate MS4 Permit Prohibited Non-Stormwater

Alta developed the MS4 Flow System
TM to specifically help municipalities identify, assess, and eliminate non-stormwater flows in their storm drains. The web-enabled flow data system relies on ultra-sonic sensors, wireless data loggers, and a customizable web portal. As part of an on-going project, Alta has been deploying this flow data system throughout the City of San Diego’s MS4 network to collect accurate measurements of flow rates and trends. The near real-time data is sent to a customizable web portal, where it is organized and displayed to create a hub of data interaction, interpretation, and collaboration among those involved in the project.

During the 2016-2017 monitoring year, the MS4 Flow SystemTM was installed at over ten different locations and project staff were provided access to near real-time flow conditions via the web portal to evaluate flow patterns utilizing site-specific graphs and reports of the daily, weekly, and monthly flow patterns. The City of San Diego’s managers and field investigators used the data and statistics to determine when significant flows were occurring and to schedule dry weather flow observations for a higher probability of success at finding a meaningful source of the flow pattern. Highlights of the field investigations are provided below:
  • Utilized the observed flow patterns to reduce flow at an MS4 outfall by approximately 60 percent.
  • Used the flow data to plan a closed-circuit television survey, located an area of groundwater infiltration.
  • Used an upstream and downstream deployment to identify sewage flowing from an unmapped input into the MS4.

​During the 2017-2018 monitoring year, Alta is deploying
the MS4 Flow SystemTM at all 30 of the City of San Diego’s persistently flowing outfalls to collect continuous data in conjunction with the non-storm water persistent flow MS4 outfall discharge monitoring.
