Alta is pleased to announce that Dr. Ghina Yamout has joined Alta as Director of Business Development and Senior Consultant. Ghina brings interdisciplinary technical and policy experience from her past positions within municipal agencies and private consulting. Ghina has more than 13 years of experience in the water resources and environmental management fields. She possesses a Doctoral degree in Water Resources Management from the University of Florida. She has an MSc in Environmental Engineering and a Bachelor in Chemistry, both of which from the American University of Beirut.
Dr. Yamout’s technical experience includes large scale drainage infrastructure and environmental improvement programs, watershed management projects, and municipal services management. She worked on watershed management planning projects involving complex multi-objective planning activity, including evaluation of best management practices, water conservation, capture, and reuse alternatives, while taking into account groundwater opportunities and limitations, multi-benefit potentials, jurisdictional, and landuse implications. Her projects have included long-range water resources supply management and conservation planning including water demand assessment, water portfolio analysis, policies evaluation, consumers’ behavior and rate elasticity analysis, state and federal compliance and water rights. Her function in the public sector included maintaining public relations and active liaisons with organizations having water-related interests, state, federal, and local regulatory agencies, native American groups, mining, and municipalities, advising the utilities department and officials regarding water policy matters, and monitoring activities at the Federal, State, and local legislative and regulatory agencies.
Ghina’s has been actively involved in grant writing and conference organization. Ghina was an integral member of the organizing committee of the Groundwater and Oil and Gas Symposium by the Groundwater Resources Association which focused on the pressing state water sustainability issues such as the oil and gas industry practices effects on water resources. She was also part of ADD Water initiative which ambitiously brought conflicting water users to the same table to collaboratively agree upon long term policy solutions for equitable allocation and long term policy solutions. She worked with the Decision Theatre at the Arizona State University, to design a Supply Decision Support System, a visual optimization model for the complex water supply accounting and operations planning, that models the complicated water laws and the tasks the laws require to be conducted including data analysis, issue identification, regulatory compliance and reporting, flow scheduling, and strategic planning, demand and supply projections, water rights, groundwater protection and storage credits, and reclaimed water management. Dr. Yamout was part of the East Valley Water Forum, a partnership of tribal, public and private water agencies, to develop a regional groundwater management plan including regional recharge and recovery facilities and climate change and drought scenarios.
Recently Ghina led a technical team in the development of an Enhanced Watershed Management Plan (EWMP) and Coordinated Integrated Monitoring Program (CIMP) in Los Angeles.
Ghina joins Alta’s growing team in the San Diego office to provide additional expertise and leadership for our clients in Southern California. Our Environmental and Water Resources Services continue to grow as our clients face operational, facility and compliance challenges, drought impacts, water use restrictions, and new environmental and water regulations.
