On May 5, 2014, The Santa Ana Regional Water Quality Control Board released the Draft Orange County Municipal Separate Storm Sewer System (“MS4”) Permit, NPDES Permit No. CAS61080 for public review and comment. The Board staff is currently accepting public comments on the draft beginning on May 5, 2014 through June 4, 2014. Board Staff member Adam Fischer recently provided an update on the Draft Permit and indicated they hope to have the Permit adopted by September 2014. Recent trends in MS4 Permit renewals in the Southern California Region suggest that extensive delays in adoption of a final Permit may occur. Permit renewals are often hotly contested items with struggles occurring between land development interests, municipal interests, the general public and business community, non-governmental environmental organizations, and the need for Regional Boards and the EPA to comply with the Federal Clean Water Act and the State’s Porter Cologne Water Quality Control Act.
